The Standing Committee of the European Convention for the Protection of Animals Kept for Farming Purposes first started drafting fish welfare conditions in 1998 and these were finally adopted on December 2005 and will enter force in June 2006.

The introduction of pan-European legislation is understandably a slow and complex process and is ultimately likely to pose many problems with how such legislation is interpreted and enforced in each member state.
